Scaling the Youth Employment Challenge

This report by the UK Commission for Employment and Skills highlights the structural barriers facing many young people, whose lack of experience shuts them out of the jobs market, but who cannot gain experience because they cannot find employment. It calls for a radical shift in the way young people are viewed by employers to create a culture where recruiting and developing young people is part of standard business practice in the UK. It says that a Catch 22 situation currently exists of ‘No job, no experience - No experience, no job’, and growth in word-of-mouth recruitment keep young people out of work.
