Reducing Re-Offending Through Skills and Employment

This is a 49-page Government Green Paper which sets out how offenders can be better trained and helped to get jobs. Since 1997 the government has introduced a clearer sentencing framework a National Offender Management Service (NOMS) and more effective education and training through the Offender Learning and Skills Service (OLASS). This strategy document sets out how the government plans to build on these successes and further improve offenders’ prospects by tackling poor skills and high levels of unemployment.
