Raising the Achievement of Bilingual Learners in Primary Sch

This research report by the DCSF looks at the impact of the bilingual learners’ pilot programme in participating primary schools. The pilot programme started in 2004 and involved 21 authorities that were funded to appoint an ‘English as an Additional Language’ (EAL) consultant to work in participating primary schools in partnership with the Primary National Strategy.
