How do pupils progress during Key Stages 2 and 3?

The Department for Education has previously published a series of publications showing pupils’ progress between Key Stages in schools in England, successively highlighting variations in progress between schools and pupils with differing characteristics. This report considers progress within Key Stages, measured on a termly basis by teacher assessments from a sample of schools in England. The principal aims of this paper is to answer questions about when progress in reading, writing and maths is made and whether the amount of progress depends on the starting level a pupil has already achieved at the outset.
